Nerevar Indoril was a Chimer. There weren't any dunmer at the time he was alive. During the events in Morrowind, he could be any of the playable races and either gender. Almalexia's reaction to my female khajiit was less than enthusiastic.

The champion of Cyrodiil could be any of the playable races and either gender. In my game she happened to be a female Nord.

In Skyrim the dragonborn can be any of the playable races and either gender. Should be interesting to hear a khajiit dragon-shout, but I intend to play through with a female Nord first, just because.
