It is a blue screen whilst playing the game. Mono colour like black and white but its blue and white. Hud is fine because its amber.
Looks like a addiction of something. I tried Fixer and it got rid of it.

Night-eye effect. You took a dose of "Cat-Eye" or just picked up the "Friend of the night" perk.

I've had this happen to me too. I play on 360 and after I recruited Lily at random times when she was close to death everything would take on a blue tint. I healed her and it went back to normal but it was still weird. I didn't even have any cateye on me as I sell every chem I pick up.

Though I have cat-eye I never take it. I get used to the dark. In real live as well.

I had it happen to me at the lucky 38 suite while standing near the doc follower but he wasn't following me at the time, thought it was him giving me night eye

I've seen it a few times. I've reloaded saves to avoid it. Sometimes it would still occur at about the same point in time. Doing a few area transitions seemed to fix it.

Cat eye is for dark areas? I always use it when I terminate a largely populated area, as well as a bunch of drugs. Although, I'm not living up to my name in the game....F**ky The Drunk Clown xD. I never drink alcohol.

I have seen a few weird sky tonal effects in my game that were not drug related.
I also get that poisoned sound effect once in awhile.

I have heard that the low light vision effect gets applied to the player if a NPC drinks a Nuka Cola Victory (or is it Quartz that has that effect).
