Where can I find the key needed to open the locked buildings while putting the poor souls out of their misery? I've already sent Edwards to his new location. Thanks.

There's a basemant door in one of the churches. People in that basemant will initiate a quest that will get you into the police station and fire department. They're completely unrelated to Edwards and the Ghoul Troopers (which would be a great name for a Fallout-themed band).

Be sure to take a lot of rad meds with you when you return to accept the next quest. Even with a radiation suit I almost fried my butt off.
