OB was definitely a step backwards from Morrowind in terms of underwater exploration, but it was justified to a point given the geography. Morrowind was fun finding grotos, finding ship wrecks and sunken treasure, battling dreugh, etc. In one of the screen shots on the official site you can see some underwater vegitation in a lake, which is already a stop forward from OB, where it was like a total desert underwater most of the time. Would like to see the coastal areas in Skyrim really fleshed out with underwater vegitation, sunken ships, underwater caves, a wider variety of sea creatures, etc. I think an animal like a polar bear that could enter and move around in the water effectively is a possibility. Some mythical sea creatures would be great. And how about more passive sea life just for ambiance? Why does everything need to be a there just to attack you. How about some non-violent species of fish, turtle-like creatures, seals, etc.
