ED-E bugged? : Fallout: New Vegas

So I am trying to do the ED-E My Love quest, but it will not trigger after visiting the Scrapyard. Has anyone else encountered this? I've read on other forums that this gets bugged if the related NPCs are spoken to prior to acquiring the companion.

I had this too and it was annoying the crap out of me, so I...(spoiler is part of Rex's quest. from the King.) - For Message Log #2

went to jacob's town to have it as a fast travel for Rex's quest and talked to the Doc, the doctor mentioned the enclave and how he was a scientist for them, and after the conversation Ed-E played another message.

However, I have no idea how to get the 3rd message to start.

I just picked up ED-E, but when I take him to the scrap yard I also get no option to further the quest.

The only thing that's bugged for me concerning ED-E is the fact that it gets occasionally randomly attacked by NPCs, esp. in closed quarters - hasn't happened in the open world yet.
