Legion too small?

For being a major faction in the game, doesn't the number of Legion troopers and Legion territories seem few? I always hear NCR troopers complaining about how numerous the Legion is, but really the Legion should be complaining about how many NPC troopers there are. I swear I've killed more Fiends than Legion troopers. It would svck fighting for the Legion because the NCR is friggin everywhere. Camp Golf or McCarran by themselves seem to have more NCR troopers than Fortification Hill has Legion. Anyone else feel this way?

The majority of the game takes place on NCR territory so they're all over the place, the Legion territory is all on the other side of the river so all you see is a few beachheads and some expeditionary forces. Even most of the troops at the fort are outside of the game world, you only get to see Caesar's fort (but if you get on top of the hill and loo east you can see more of the camp.

Both the Legion and the NCR cover very large territories so there's only a fraction of each in the New Vegas area and you don't get to see most of the Legionaries in the area.

I think its just that way because the Vegas area is NCR territory. The Legion is not the native faction, so its only natural for the Legion to seem to have less. Further East though, I'm sure the Legion gets pretty thick.

The should have divided the map in half, with the Vegas Strio being a "free" zone with both a Caesar's Legion and an NCR Embassy.

Caesar's Legion seems to have a more representative population (much akin to Fallout 1 and 2 from what I understand) but I run into a ton of patrols in the wasteland. I'm pretty sure that Obsidian plans to expand their presence in a future DLC though.

Caesar's Legion doesn't strike me as the "embassy" type.

Just because you FIGHT for the legion doesn't mean you have to let the NCR know your doing it. You can do a lot of work for the legion before your going to have to start shooting the NCR on sight. Siding with the legion requires a bit more thought then mindless killing.

The legion territory you have access to is small, the NCR have been holding them back sense the first battle of hoover dam. The legion controls Arizona, New Mexico, parts of Southern Utah and Southwestern Colorado. They are gathering strength to wipe the NCR from the area and slowly weakening them until that time comes. They can't bring their full strength to bear until there ready to assault the hoover dam then you'll see the superior numbers.

I don't think the Legion actually has a larger Army than the NCR, honestly. The NCR is spread thin.

I don't mind them having a smaller presence but the amount of side-quests should still be more. (Yes I will whine about this until FO4)

The whole game seems vastly underpopulated, mainly for performance reasons I'd imagine. There are a limited number of places to see Legion in numbers, and those numbers are limited by what the engine can handle.

I do remember seeing a large encampment further down the hill from the Fort, but I don't know if you can ever get to it.

You could say the same thing about NCR.
The thing that bothered me most is that there were no NCR defenses between Nipton and Mojave Outpost. The Legion could just walk into NCR's most important trading outpost and the only connection to the west, without any trouble what so ever.

The Legions power base is back in Arizona. They are expanding into New Mexico and other states. They want to invade the West but they need the Dam. They already suffered a big loss against NCR. So they are going to take their time. Build up there power across the river. Then there are the unknowns, Mr.House, Boomers and Brotherhood. Legion needs a large army to hold NCRs lands. One of the dialouge options in the final fight talks about that. How the Legion will bleed itself dry holding an area as vast as NCR and they would lose control over their own lands. To me it makes sense the Legion does not just throw every man they have at the New Vegas area. They have their own vast lands to control, once bitten twice shy and they need to deal with the unknowns.

NCR is pretty much the same way. They are a republic a democracy. They have to justify sending in enough troops to push back the legion. They have to raise tax to pay for those troops. Why go on the offensive when you have them contained on the otherside of the river? They also have there vast lands to protect and control. They two have to deal with Mr.House and other factions attacking there people. The unknowns of Boomers and BoS.

Both sides slowly building up there men and supplies waiting for someone to light the match.

I think the main point here is that the Legion doesn't seem like a major part of the game, in comparison to the NCR. The areas they occupy make sense, we are in NCR territory. But the game should give you a close to equal quests for the 2 main factions. Just because the Legion territory is small (in game) shouldn't mean the amount quests for them is also small in number.

The choice of which faction to back is too unbalanced.

But what do I know?

Well, that clears things up a bit. I guess the game just does a poor job, in a way, of showing just how serious of a threat the Legion is to the Mojave area. The Legion's small presence in the game fooled me into thinking that thats all there was. It's what you don't see thats the real threat I guess.
