Well, here's the thing.
It all depends on where you got your map. If, for example, society is advanced enough to have book shops that sell printer-reproduced maps (and, given that the Black Horse Courier distributed newspapers, the TES universe does seem to have some form of mass-reproduction), then you should have a full, but undetailed map. (i.e, no "fog of war" but no points of interest marked on it beyond the major stuff like main cities.)
Fog Of War is for when you don't have a map, and are exploring unknown terrain. When you go beyond the bounds of an explored empire, for example.
edit: now, you could make this part of the story. You have a foggy map to start with, but once you hit the first major town with a bookstore (or interact with a helpful villager who you can convince to spare a copy) you can obtain a map that makes all the fog go away.
