It's not just fights. It adds NPCs to all the pubs and taverns. The fights only happen if YOU start them. :D with the wonderfully named scrolls provided. As for singing and dancing, I'm sure there's some mod out there but I've not seen it.

I started making a mod that was going to add minstrels to taverns all around Cyrodiil. I stopped because the music system svcks. It's not versatile at all.

I'm not that great at scripting though, so I won't say it's impossible, but I don't know of any mods (and I've searched, believe me) that successfully add minstrels to taverns.

I haven't seen a mod that changes vanilla Taverns in that way, but there are mods out there, which have such Taverns included. For example: part of the mod 'Shezrie's Towns' is the small village of 'Heaven Bay', which has it's own Tavern. Inside I have found two Musicians, playing a lovely sound, and always between four and six dancers. Because I take a lot of screenshots, this place gives a nice background for my pictures. Still have to find out, of the other Towns from this mod have similar additions.

Using MP3s won't work. But using songs converted in WAV format played by an invisible Activator located where the minstrel plays his instrument does it perfectly. You need a script attached to it that controls when the music can play and when the music can stop.

I'm indeed working on a mod that improves the original tavern atmospheres by adding Minstrels, sounds and over 1200 random NPCs that inhabit them. Tavern enhancement is one of the main features of the mod.
Like Ani mentioned, it's Oblivion Comes Alive, http://www.gamesas.com/index.php?/topic/1088895-relzwipz-oblivifall-vengeance-of-the-classic/page__p__15872812__fromsearch__1#entry15872812

So far the tavern in Haven Bay in Shezrie's Towns has the musicians, dancers and music. That tavern is pretty much the template for what will happen to all 6 bars in Shezrie's Towns as soon as I can find music.

In Pell's Gate, The Roaming Spirits Inn has very nice music but I thought a bit too small to put in dancers. The Cloak n' Dagger tavern has background noise and is packed with interesting people. The Royal Hotel has background hotel type music and the cafe and shopping area in the Gallery has music too.

My biggest problem is finding suitable, non copywrite music and that is why I haven't dived into bringing more life to the Ravenview Village, Woodland Village and Lakewood Village taverns. So if anyone knows where there is some medieval non copywrite music I would be really grateful.

Check out ASE for Morrowind. Has suitable music. Not sure about copyrights. Probably need permission from Duncan, though...

Thanks for those links. I never heard of those mods.
