I have yet to see a single npc on npc chit-chat conversation go more than the initial sentence. Every conversation is "Hey did you hear about x happening at y" after which the other npc in the convo proceeds to stare blankly before parting ways or just says "bye". I don't remember Fallout 3 or Oblivion being like this; their other games npcs would at least go back and forth once before ending the conversation.
I mean, the conversations are what makes the atmosphere emersive. How could we forget this conversation:

In Fallout NV npcs are literally just walking statues. Most of the casino's are pretty laughable too. First time I walked into a casino, believe it was the one just across from the Lucky 38, I hear the ambiance of people chatting, laughing, and carrying on only to look around and find about 4 total npcs inhabiting the place and even fewer using the casino facilities. It totally killed the feel of a warm and busy atmosphere; I still felt like I was out in the wasteland alone. So far most places are like this with the exception of the Ultra Lux, that place is filled with npcs, in the pool, at the dinner, and just walking around in the hotel suites or common places. The feel is just right there, but most other places are very lack luster. /tangent
