I can't find Emily Ortal to start The Moon Comes Over the Tower, where is she?
On the xbox 360.

The strategy guide says, (and I quote), "Once you've made a name for yourself with the residents on the Strip (the easiest way to do this is by completing the Main Quest: Ring-a-Ding-Ding!, then speaking to Mr. House), locate the massive Lucky 38 sign [2D.02] , and the nearby steps and then the lady in the corner who introduces herself as Emily Ortal. She asks about your antics, then tells you that the Followers of the Apocolypse have been interested in Mr. House's technology; specifically how he stays alive. This is where you come in. You can:

Agree to begin the Quest.

[Barter 40] Or agree to begin the Quest after a little compensation. She agrees to give you some medical supplies after a successful operation.

I don't think she appears until you've dealt with Benny (which might happen AFTER Ring a Ding Ding). Oddly, she always appears for me after taking House out of the equation, which makes me wonder why she wants to bother with bugging him. :shrug:

I think you need a rep with the followers before she appears.
I was doing the GI blues quest line for the king and ended up helping their doctor with the med supplies.
After that she mentioned talking to someone on the strip who needed me help.
I had been to the strip several times, but never saw her, but this time around she was standing outside of 38.
Could be coincedence.

I killed Benny, did the house always wins II, got the followers safe house key and they told me to go see Emily and she is still nowhere to be found.

could be a glitch. maybe next outing she will appear like she should. i notice that about the game, some things don't happen like they should.

I think you're right about Benny.
In all three of my playthroughs, she's always appeared after I've dealt with Benny ... also, for me, she's always appeared as I'm leaving the Lucky 38.

Oh, and I think the reason she still wants the system bugged even if House is ... err ... taken out of the equation is because she believes his secrets can advance FoA medicine to help the entire Mojave wasteland.
That's my take on it, anyway. :shrug:

She appears strangely for me, apparently the security in the L38 isnt that tight because she came rushing to me while I was in the Presidential Suite at one time xD
