Lets see.....
Godrays and light blooms should already be in, as those would be GPU specific effects....and DX-9 is quite capable of producing them.
Water physics are a total bear to deal with; either they take minutes per frame to calculate, or the effect is so subtle that it was a waste of time (how often is your sword at such an angle where you could actually -see- water running off it? And do you know how hard or long it would have to rain for that effect to even happen?)
What I think they need is more graphical interactivity with the environment. Instead of dripping water, an extra effect when it is raining, so that when you -strike- an opponent, you get a spray of water off of them from the impact. Much more dramatic. The same with weather. When the wind blows, have any dynamic hair blow with it. A storm hits, and things whip around, getting in the way. If it's calm, nothing stirs. You may have to have pre-calculated hair and cloth physics loops for this, but even then it would add to the immersion considerably. SInce they have a particle system for snow, there is a good chance it can be extended for rain.....and since the snow piles up, and assumedly doesn't pile up in the buildings, then the collision or animatic looping issues are solved.
Yes, the Elder Scrolls world is far too clean for its timeframe.
