Question/complaint

So I am not very far in NV. Unlike a lot of you, I have not finished it, or even come close. I was watching a friend of mine play around in the wasteland with his level 18 character who has a gun skill of 100 along with his uber power armor and such. I was getting the impression that as the game scales up and you face off against leveld enemies, the game just gets silly regarding damage output and health of enemies.

At the start of the game you go around and shoot people and things. They die to your Caravan Shotgun and your 9mm pistol. Then, you face higher leveled characters and he uses his high end guns with crazy damage numbers and pecks away at their life totals. I played and beat Fallout 3 twice and had a level 20 character both times. As I leveled my guns to 100, they dealt a lot more damage, and that damage scaled. I was able to battle with the Enclave and Super Mutants with my combat shotgun, sniper rifle and other guns and had a good time. Watching him play and looking at his stats I was concerned. the game looks like it gets to a point where difficulty is directly equal to how much damage resistance an enemies has combined with his or her insanely high life total. That gun fights just come down to blowing loads of ammo to take people down for no other reason than to "make the game harder."

Am I missing something?
