Target spells in Skyrim

I just played oblivion with my breton sorcerer and noticed how dramatically slow target spells flew. It's really hard to hit with spell if the npc is running diffrent direction that you. And in skyrim npcs don't just run directly to you like in oblivion (like we saw in the trailer) , that will make it even harder to hit them.
So vote how target spells should be. IMO in oblivion target spells flew way too slow and looked stupid. If target spells fly as fast as arrows I wouldn't mind.

I think it should depend on the type, and rank of the spell. Possibly with perk(s) providing a small boost in casting/travel speed.
