Yes Man. You can still technically kill him, but his program jumps to another Securitron.

Technically, Victor is the same. If he dies, he will also jump to another Securitron, although Victor can be made to eventually disappear at one point in the game, depending on how you play.

There are actually a few named NPCs who can't be killed. Most of them are named children (for example Lindsay), but one is a robot called Festus. As far as Yes Man and Victor, they can be killed but they come back, though Victor will disappear when House dies.

Festus can be shut down. I guess you can can count that as being dead since shutdown robots in this game don't move attack or anything along those lines.
