Todd mentioned that dragons will be able to swoop down and pick up NPCs. I intend to break a few laws and then keep an entourage of guards pursuing me at all times as a dragon lure.
I wonder how that will work with the crime system?
I presume something like this will be possible, simply because of the bricks on the floor in Vilverin in Oblivion. I've always (at least since I discovered that they don't accomplish anything) presumed that the intent with Oblivion was to make it so that you could throw something and distract an NPC, and that was just another of the things that was jettisoned in the final rush to get the game out.
Why on Nirn would you want to throw away your money like that?

If they implemented something like this, I would hope it were a fully-developed system. For example, I don't think a city guard, in broad daylight, surrounded by a crowd of people, should pay much heed to the sound of something dropping. But an NPC by their lonesome in a cave or dungeon would.
