What is that used for (seeing how this is a single players game and no need for a chat window,etc)

It's the command console. It's usually used for debugging reasons, though you can use it to cheat (I wouldn't recommend that, though.)

It can be used to fix some issues to. Like toggle clipping. If you get stuck in the terrain tcl will allow you to get out. Then just type tcl again to turn it off.

Another one is if an NPC goes missing, you can put them back in the game. (And they do go missing from time to time.)

If you did this and you are on hard mode load another save, because this will disable the achievement at the end of the game
and console commands are one of the coolest things in the game, especially godmode, never use ammo and cannot get hurt and can carry anything, tgm to toggle
