Dynamic snow, based on what we've heard, seems to essentially mean that snow accumulates on the surroundings. In Oblivion, snow fall was just an effect you saw on the screen, while areas with snow would have snow textured and modeled onto objects, this was static, it did not change based on how much it was snowing and such. In Skyrim, you'll actually be able to see snow accumulate on the ground, on rocks, and such, presumably that also means it gradually melts when it warms up. Whether rain will be given the same attention or not I'm not completely certain.
