It's a dialog option, something like "Go wait for me at the Lucky 38".

It's in the "dismiss" dialog tree.
You can tell them to either go back where you found them or to the Lucky 38.

Otherwise, I think you can just take them in to the 38 with you without talking to Victor outside and when you go to the Penthouse, they go to the Presidential suite where they hang out 'till you come back for them.
I could be wrong. I haven't used the Lucky 38 in ages.

Yeah, you can't send them there while they're still actually "following" you, it's a "you're fired" option. Something to make it easier to re-recruit them later if you want because they're all in one place.

You can take them up to the Penthouse and tell them to Wait there without firing them, and they wait, just like they'll Wait anywhere else, but then you can't hire anyone else + they may decide to come out looking for you if you trigger one of their 'must find player to speak to' triggers while you're roaming the wastes without them...

My impression is, that when you dismiss them telling them to wait for you at the L38 they go there (and may get killed on the way if it leads through dangerous territory) This way their are not part of your 'group' anymore - so you won't get a message when they die nor will their 'presence' effect any NPCs.
When you are at the L38 and either through the elevator or through Victor go to the Penthouse or this Rondell, they go into 'waiting' mode where you left them - like if you go from the Casino they'll hang around there, if you go from the Suite they'll stay there - but they are still with you - just waiting.

You can take them to the suite/your room as long as you don't speak to Victor outside on the stairs of the 38. If you speak to him on the stairs tho, he'll tell you they have to wait outside. If you just enter, your companions will follow to your room. But not to House's rooms.

Yeah, that is very possible.
I learned the hard way to jump as close to wherever I want them to stay (such as Primm for ED-E) and dismiss them from there.

They fixed this in the Patch.

It used to be that the companion would walk back to the Lucky 38 going through whatever areas there was. Now, the game is supposed to suspend combat if the PC is not in or near the cell, but that does not always work out. I do remember sending one of my companions back to the Lucky, then later on Fast Traveling to a place in between, only to see my companion come walking up to me as they were passing by.

This is why it could take days for your companions to get back to the Lucky 38, and they might not get back at all.

Now, with the patch, the companion is instantly teleported to the Lucky 38 so they see no combat. In fact, if you dismiss them now in the Lucky 38 Suite, you wil see them dissapear, then reappear a moment later in another spot in the Suite.

I don't know what happens if you send them back to their home base (not have them meet you at the Lucky 38) with the patch. Someone will have to test that.
