Alright, so I know there is 2 alternative options to this quest but I think I might have messed up. I had gone to Helios One and routed power a while ago, then found the range finder. But it didn't work. Now with Veronica I have the speech option to tell her "Sorry I activated Helios One but didn't arm a weapon." But my quest log shows a way point saying "Find a way to arm Archimedes II" but when I go there it leads me to the panel on the observation deck. Is there a way to arm it and continue this way? Also even if I cant turn the range finder in, did I harm my possibility of using it as a weapon?

No you can not arm A2, nor can you use the C-Finder.
