Voice acting fail. He reads a lot of lines like that

there was a line in Oblivion where the voice actress read the line, then said "wait, let me do that again", and reread the line - and the entire thing made it into the game.

Could be they're just playing up the fact that he's a kid? Dunno but I heard it as well. Ambassador Crocker goes off his rocker and his que and just makes up some lines if you piss off the NCR and then ask him to tell you more about it.
