wearing power armour? : Fallout: New Vegas

So Ive completed all the brotherhood quests but I still cant find anyone to teach me to use power armour, nor can I seem to find the NCR armour with the servo's "removed" that they talk about.
Anyone got a hint for me here? If it has spoilers rather mail me.

Another way to get power armor is via a companion quest for Arcade Gannon

Did you make Hardin (whatever his name was) the new leader because after you kill the people in new vegas for him to proove you are worthy of joining the brotherhood he gives you power armor and trains you how to use it.
