ok. last night, I was standing at the goodsprings cemetery sniping rad scorpions when I hear a voice say "Hey! Watch out!"
this confused me because there weren't any other NPCs there 2 seconds ago.. I lower the rifle and I see what at first appears to be a paladin...
he is wearing what appears to be BOS T45 power armor, no helmet, and has a gatling gun. he also looks ghostly.. like only half stealthed.
I mouse over him to and it says "The chosen one", so I click him to try and talk and he fades away and is gone. no marker on my HUD or anything.

I have been reloading the save trying to replicate this but so far he hasn't come back.
this is on the PC version, and i have been going through all my files with the GECK, but so far haven't found anything.

Isnt the chosen one the main character from the early fallout games (ive never played any )

Do you have the Wild Wasteland perk?

that isn't listed as one of the "events" caused by that perk

so far I haven't been able to find anything in the GECK, but that doesn't mean they aren'tt capable of hiding it in there somehow.
it may also be in one of my mods, I have been going through them one at a time, but I have so many mods and that is major PITA.

I keep going back up there trying to get him to spawn again, but so far nada.

call me Ahab, now I am determined to find him again.
