I don't really see a problem as long as the modding tools are as powerful as promised. You'll have to remember that in games like the GTA series, modding seems to be limited to "new car skins", which are purely cosmetic and ultimately useless. For Oblivion, there are huge gameplay mods which have addressed almost all of the complaints and increased the lifespan indefinitely, in addition to the useless cosmetic stuff. The modding community has improved Oblivion tenfold and will do the same with Skyrim. I'm sure there'll be plenty of things to complain about, just as I'm sure the game will continue to grow years after release.
