Return to Sender Bug?

For those of you who are familiar with the quest, I got to the part where you decide whether to turn Chief Hanlon in or not; I left his office to find a ranger to arrest him and I can no longer get into his office. I'm told I need a key. None of the Rangers responded to me in any other way other than the usual nonsense they spew. What the hell is going on? Anyone know?

He should start speaking in the intercomm, and then ...resolves the situation in a way that doesn't require rangers. If he didn't start talking, sounds like a bug to me.

According to the wiki patchnotes this is caused by the (or on of the) latest patches, the Chief will get stuck at his desk after you decide to turn him in.

I just completed this quest today.

Once I left his office he started speaking over the intercom but it stopped after his first sentence. So, I walked outside and came back in to hear that spoilery sound and went back to find his office door was now open and all that stuff. lol Then I got a holodisk or whatever with his full confession automatically added to my inventory.

Just encountered this bug today, re did the entire quest line for4 return to sender and same thing. He just sits in his office behind a locked door. No rangers respond to me....

anyone find a fix for this yet?
