unlock the lucky 38
ncr/followers/bos/legion safehouses.

I use the abandoned BOS bunker after I completed Dead Money.

You can claim just about any abandoned shed, shack and hovel in the wasteland.
You can get a hotel room in Novac, and following the main quest will get you the presidential suite at the Lucky 38.
Do the quest at the Atomic Wrangler, and they'll give you a room there, too.
The other casinos will give you rooms if you win enough in gambling, but I don't know if those are permanent or not.

Is it safe ? I thought the containers respawned ?

I think the whole cell respawn with the patch which locks it up.

I put some items up for display in Elijah's room and they stayed put and I only use the footlocker to store stuff in and none of my items have disappeared so I'd say it's fine.

the drop box by the comp in the abandoned bos bunker respawns chips every 3 days so don't use it for storage or test it out first i also use that base too

I hope the devs patch it sowe can get some cloud residue from the box, or maybe the machine ? Point it it makes a great poison but its limited which is a shame.
Apparently the chemistry set gives one every day, Obsidian I love you... Now if only I could get a good supply of throwing spears too poison...
