One PERK issue resolved in interview

If you do not know what you want to do with the character, you will not know what to do with it. I do not see how pooling perks will help with that. I doubt you will be gimped for using or not using any of the perks.

You seem to be confused. I want to delay getting perks until I decide on a specialised weapon, to find out if I want to cast spells or use a bow, if I want to focus on heavy armour or more sneak, etc. The idea is to only pick perks when I am sure where I want my character to go.

And why would I not be gimped if I don't pick perks? Perks are the main benefit of levelling up. If they don't matter much then they aren't very perk-like.

I never said anything about insta death or unbalance...its almost like youre just arguing with yourself because all the points your making have nothing to do with what im saying.

You have yet to really respond to any of my points, you just keep making up things no one has said to argue with yourself about.

Also I highly doubt 90% of the perks as you say will by "meaningless, useless, and mindless."

Also I dont exactly see how you think perks are linear, as todd said "you see a cool sword perk you like, you use your sword more". Theyre giving you the choice to do ANYTHING you want. sounds linear to me.

To clarify I am not arguing your points. Personally I see them as irrelevant. I am talking about the forum public in general thinking that it is some great game imbalance to save them. Sorry for having you argue your points to a wall though  ]

As to 90% of the perks being boring I think I am right. It IS conjecture but I have a strong feeling that many of these "rank up perks are going to be utilized as a fallback to the removal of attributes. I.E. +5% sword damage as a hidden modifier. These have already been confirmed. Just like the mace ignore armor perk. It doesn't really add anything tangible onscreen. Just remember 180 perks +100 ranks. I don't see a lot of these being great game altering experiences. Wich leads to my next point:

I don't think the perks themselves are linear. "Perk Tree's" with an unlocking system by activating a previous perk in the tree is completely linear, boring, and generally overused by every other [censored] RPG on the market. I hope they don't take that route. I am sure you would agree that Skills should be the main method of unlocking perks yes? (possibly level based as well if there are balancing issues)

Sorry if I have agitated you by not directly countering your arguments. I simply responded to your points with my own to open up more discussion from other members.

No, its not on level up at all. Its on SKILL level up. Its right there in the quote:
It's by increasing skills.

My guess is that, when you get your skill to the appropriate level, then you get a point and can distribute it as wanted. You don't need to LEVEL as a character, just level the SKILL.

I am under the impression that a player will have a firm grasp of who their character will develop into by level 11. At that point you could have at most capped 1 skill and will at least be able to cap 4 other skills.

Pretty sure you can cap all Skills. Just not perks, Unless you are referring to capping 5 skills by level 11.

But does this mean you get the ability to choose a perk when you level your skills up, or does this mean leveling you skills up unlocks perks that you are able to pick when you have the choice to (like Fallout 3 perk requirements)?

The perks effect your skills, boost up your sword skill and level up and you get to pick a perk that lets say gives you a finishing move or extra bleeding damage?

Yeah. Those have been confirmed. I kinda don't like those as they statistically will replace attributes. Hoping for more unique ones like the "slow down" when you ADS a bow. However if that "extra bleeding damage" has tangible onscreen benefits that is a different story
