I'm pretty sure, trying to survive every day, they wouldn't god-damn care if they are a independant country on not. "Oh no, my family is dead, i'm unarmed, and am hungry/thirsty! But worse! We're part of america!".....Yeah...

Someone once said that the great tragedy of Canada was that it could have been a combination of American technology, British culture, and French cuisine. Instead we got American culture, french technology and British cuisine.

But we still captured Vimy Ridge!

Logically, reasonably, they wouldn't

On the other hand if you have a tribal culture that makes the conflict in to part of their lore you can keep a faith based issue going on. This would invariability give a jumbled history, like the great war was actually between America and Canada, which would make more sense to a tribal than fighting another country on the other side of the planet.

And also, depending on what you call canon, they do, because they attack you on two occasions in Fallout Tactics: Brotherhood of Steel.

That was one of the many quirky inside jokes of Fallout. Also, those Canucks had the wrong flag, since they would actually be flying this: http://en.wikipedia.org/wiki/File:Flag_of_Canada_1921.svg

Just to grab at an historical anology the Canadian military did have plans to invade the US

In the Fallout world something similar might be cooked up as a response to the enclaves ambitions

Not sure how this is dealt with in tactics, if it would be at all compatible

yes but how many people, even during the initial release of Tactics, would have recognized that flag? Sometimes you have to be a bit inaccurate to ensure things like that arnt missunderstood or confusing.

Though dumbing down a product to be recognizable by the general public is not a great idea either.
