Nope

Well if you play on the PC you can always just use the console to re-create your character if you really want to. But it would mess up the gameplay quite a bit I′d imagine, having everything maxed at the start kinda destroys the feeling of achievement as you progress through the game but some people don′t care about that.

I myself will be starting from scratch.
