Any information about the leveling system?

With so many things being removed from the game, Skyrim is becoming less and less of an RPG, and more of an action game with a story. So I'm wondering if Skyrim will used the failed linear leveling system of Oblivion, or will it be more dynamic? i.e. Fighting a Minotaur at level 1 gets you dead, and at level 20 you will never see Bandits wearing Glass Armor.

They said the level scaling is like fallout 3. I don't exactly know if that means there will be sponge enemies like the feral ghoul reavers or not.

Well they said on an interview with Gameinformer it is a perk tree. It is based on 1 handed, 2 handed, and ranged weapons.

EX: You upgrade 1 handed so two thing appear for your next level, stronger hits or faster hits. If you upgrade stronger next time you can pick even stronger or faster hits.
