Is it possible to max out your special?

No, and it wouldn't be worth it anyway. There are a lot of perks better then intense training.

With Implants, and Intense Training and certain clothing items that give SPECIAL boost, you can get close to maxing all the catagories. By the math in my head, with 7 SPECIALs and 10 max points in each, you need 70 points total. You get 35 to start, 5 given at character creation. Intense training will give you 10 more, and then the implants will give you 7 more, so that is 57 out of 70. Add in some clothing or items that boost SPECIAL (like the 4 eyed Trait and Glasses) and you could get maybe 9 in each catagory.

However you would be giving up some really usefull Perks for this.
