Shooting birds mid air

You should be able to do anything to anything in a TES game, including shooting birds. And it shouldn't be all that if you shoot them while they're sitting.

"To reflect this improvement, arrows will become more expensive and a lot less common."

"Lot less common" meaning rare. Or rarer, at least. Every piece of information regarding archery has brought up the fact that arrows are going to be much less common. And if they are that much harder to come by, I think using a bunch of them hoping to hit a bird out of the air falls well into the "cost" portion of a cost / benefit consideration.

"A lot less common" does in no way explicitly mean that they will be rare. That would mean that only one in ten shops which sold weapons would sell enemies, and only very occasionally would an enemy be armed with a bow and arrow. I personally think that quantities found on enemies and in merchant chests will be significantly changed.

Don't forget, that in an article describing dragon combat, they explicitly stated that a dragon needs to be shot out of the sky by arrows or ranged magic. If it's possible that the Dovahkiin might NOT run across enough arrows to be able to use in combat against a dragon, then dragon slaying wouldn't be possible unless the Dovahkiin used magic. At high levels, for a non-magic using Dovahkiin, fighting high level dragons, that would be disastrous.

considering how high most birds fly and thier speed it would be nigh impossible to hit anything but the slowest low flying birds. remember that arrows are not aerodynamic from the side and as they travel up wind speed and wind direction can change more than once throwing your arrow off target completely. its alot different shooting something straight up in the sky than it is near the same level as you. even in baseball wind direction and speed can have a tremendous affect on how far they travel. im hoping they do archery like MB warband.

Plus shooting an arrow straight up is fighting gravity more than if you're firing it at something on the ground. I think if an arrow hits a bird, it should die as long as the arrow's velocity is still high, but it would be extremely difficult to hit a bird in flight, period.

Thats why it would be fun. The challenge is there. Its not difficult to shoot an arrow at a moving target on the ground. If the bird is flying straight then the same effects apply, you still have arrow drop. Its like in oblivion where you shoot at a person who is walking horizontally across the screen on a higher balcony. its exactly that, but birds go faster and there is no balcony

Well I don't believe thats only dragons inhabitant Sky, so birds as creatures are possible in game instead of just be environmental effects.
