Non-combat perks, separate progression?

I think it'd be nice to have a separate perk progression for fun/RP style perks, ones with little to no value in being effective in combat or completing quests/avoiding combat, so that the relative power of our character doesn't have to suffer to pick such perks(which are really more like RP traits than "perks") up. Remembering FO3/NV such perks as cannibal, Mister Sandman, and so on would fit under this category.

Or perhaps a number of RP traits, ones without significant benefits, and/or maybe which have roughly equal pros/cons, could be available to choose for our characters at creation - instead of having to take such things as perks.

I think that these are inevitable because one had 250 perks to fill in and there comes a point where one is simply out of ideas or it is 3 a.m.

Will it be a good thing?
Ill have to wait and see. I liked wild wasteland, but would it fit TES?

It's kind of hard to make Smithing and Speechcraft perks that are combat-related, you know.

My thoughts exactly. And I'm thinking/hoping cannibalism, which you mentioned, will be in, considering a Bosmer must eat his fallen enemy as a part of the Green Pact.

(btw do we know if race-specific perks are in?)

Race specific perks would be the best!
Bosmer could go more Bosmery and eat foes to gain benefits in sneak and such. Altmer could have a perk that increases magicka reserve, Orcs a boost in endurance and strength, I mean hitpoints and damage.
Dunmer could be.. more xenophobic? ;)

I like this idea.

Dunmer don't need any racial perks because they're obviously better than all the filthy n'wah races already. The outlanders need perks just to keep up.

Nah thats Altmer youre thinking of.
Those silly Dunmer followed Veloth and look where he got em. Saddled up with dead gods, a falling moonlet that destroyed their promised land and left them refugees or second class citizens.
Veloth? Worst prophet ever.
Poor blueskins, you cant help but have a soft spot for em.
