This is one of those situations where quantity would equate to quality. Sadly, Obsidian really pushed the engines buttons by creating large interior cells populated with tons of static objects and people.
Thats exactly right. The Tops is a good example of that. It has so much glitz going on, for me at least, it tends to have a brief 'hic-up' moment in the casino floors. Or maybe it's because I play hours on end.
Either way, for what they are, the casinos, namely The Ultra Luxe, are superb. They pushed the atmosphere on you rather than crowds. Had they tried to do a mid-line, the casinos risked coming out rather bland. Push to much crowd, and it'd be cluttered. Push to much casino, it'd have to lose some people in the casino. Personally I rather casino over people, but, to each their own.
