where do you find the augments and how much do they cost?

Theres a clinic just outside the walls of new vegas ne corner i think it was, the doc in there does them, they cost about 2k each for teh cheap ones more for the better ones

You mean the Implants?

If so then they are done by Dr. Usanagi and can cost anywhere from 4000 to 12000 caps each.

Dr. Usanagi is found at the New Vegas Medical Clinic.

Armor (4DT) is 8,000 and regeneration (1HP10?) is 12,000.

You mean the Implants?
