You need to be "liked" by the legion. If you are below neutral and have already passed the reset (entering the 38) then you cant give them to him.

It takes lots of tags.

nay, but you can give him a lot of dogtags, fight in the arena, and upgrade the securitons at fortification hill/destroy the thing that upgrades the securitons at fortification hill, these are some ways to gain fame without directly helping the Legion. I'm pretty sure that all these things will at least get you 'liked' and then you can talk to greyhaired guy back in caesar's tent for the key

So as long as I'm neutral or above and I haven't entered the Lucky 38, I can get the key from him? And how many dogtags, 150? 200? 300+? thanks.

You can help them without going hostile, find the howitzer firing mechanism. Didnt annoy the ncr in my game.

Alright well I've fought in the arena three times, found the howitzer firing mechanism, given ten dog tags to Aurelius, helped Vulpes check up on that martini person in Vault 21, destroyed the bunker, and killed Mr. House for Caesar. But I'm still only at "Accepted". Any help?

More dogtags... Legion has very few quests. Also if vulpes is still alive and you havent already complete "cold cold heart" if you dont want to kill ncr for tags then pickpocket them.

Looks like I'm going with the dogtags, you don't gain rep. at the end if "Cold, Cold Heart".

No, but you gain rep if you make the right response to Vulpes during the dialogues where you get Cold Cold Heart. I don't remember, I think it's the one where you say you admire the Legion's views, or some such.

20 or more dog tags should do the trick if you've already done all that stuff.

Yeah that stuff is great. I regret not getting the lucky shades on one character. Pheonix is dead now along with the fort, so no chance of getting it.
Also if your a stealthy guy, dont piss of anyone. Dont do faction quests. You can be liked by both factions and given both bonuses ncr radio/caesers drop box and the guy in the safehouse gives stealthboys.
I would abuse that privilage (I did) to get loads of good gear, then betraying the legion, starting with the veteran supplying me.
Its even better if you are a house/independant character, using them both.
