On my 2nd playthrough I seem to have forgotten how to trigger the battle at the dam. Kimball and Ceasar are dead, Yes man is installed. What am I missing? Thanks.

What does the Wild Card quest say?

I'm guessing you either have to visit the substation north of Helios, or you simply have to go see Yes Man to start it.
