All merchants are pretty good at repairing.

Old Lady Gibson. She's defenseless. Get her to repair your stuff, then chop her head off and take back your caps.

That's what I did

But then you eliminate the opportunity for repeat business. Gotta think in the long term, man.

Go to Major Knight at the Mojave Outpost, he repairs your stuff to the max, if you can afford it

This. I'm not sure if it was intended but Major Knight is incredible. I haven't found an equal to him yet.

The Mojave Outpost is the best I've found so far. Old Lady Gibson wouldn't repair my armor--she only had weapons in her repair list. I also wanted her to repair my Desperado Cowboy Hat, but no dice.

Raul has a peerless repair skill of 100, but he can only repair your equipment when he's at his shack AND not your active companion.

If possible, save Raul from the State on Black Mountain, I'm pretty sure he has a 100% repair skill. Even though he can be a follower, he still charges caps for the service.

I feel your pain. My char must have gone through at least 5 desperado hats. It just looked so cool with leather armor. I eventually switched to a different hat that was easier to maintain.

I found the absolute best place to "anything" repaired is the Mohave Outpost. The front building right behind the gate enter and the guy right behind the counter has "100%" ability to repair all things.

The console cheat has a command player.srm that allows you to repair your own stuff up to your repair ability (but it costs you the same amount of caps as a vendor.) However, it still won't let me repair my desperado cowboy hat even with that, so I guess it is gone. Sigh... (I wonder if there is a item code for it? Maybe I could get it back that way.)

It's a shame repair kits don't work on armour.

I've used him since the beginning, heh ha. Went to him today to have him Repair "Mercy" when I realised I'd dumped it in my unique weapons trunk without fixing it up first, and it occured to me to have a look in Knight's pocket. I picked 27000 and change in caps from previous repairs off of him. Not sure how he didn't notice that kinda baggage going missing. lol
