I'd recommend Luck 9 to anyone! Crazy crits and there's nothing like that feeling of winning big in a casino!
I don't think Charisma is all that important, nor is Perception. I'd drop CHR to 3, PER to 4.

at the very start go speach barter and explosives as you need those 3 for a quest before you leave goodsprings,

when you goto leave goodsprings you get the option to change your stats,
i would change it to a selection of lockpick, science, repair, speech,

science and repair help you open locked things and hack computers which also open things,
repair to help you repair your gear,
and speech for more text choices which help you in lots of quests,

so pick 3 of those 4 and then when you get the perk to allow you to pick a new one select the 4th,


thats the way i always do it anyway.

luck, int, agi and strength are my picks. i like to sneak about also, so my characters tend to be a bit flimsy in a toe to toe battle, but a high luck and high agility means more crits and more action points which help a great deal early on (early on... i'm going on FO3 experience here, still exploring goodsprings in NV :P ) int for skill points and a passive increase in medicine and science, strength for extra bag space, and the odd occasion i have to resort to melee. endurance is ok but if you crit 3 times in a row from a distance, whatever you're shooting at wont be alive enough to be troubling your health pool, plus i'm assuming that your resistance to damage effects will increase naturally as the game progresses (perks, gear, etc) charisma i set at 1, if i wanted to make friends in a game i'd play an mmo. perception is... mildly useful for a sneaky sort (radar range), but no more useful than 4 or 5. wear a hat with +1 per if you really want to know what's coming

Do what I do, Look up all the perks you like, check their requirements and then go from there...

I wouldn't do this. If you do this, then you have some people who like you, while you have other people who don't like your or hate you then will shoot you on site. So I strongly not do this.

Also you don't really need it. I didn't meet anyone of the requirements and still completed the quests.
