Leveling Up and +SPECIAL items

In New Vegas, obviously your special stats are what matters when you level up, Intelligence determines how many points you can allocate and many perks require a certain level of a stat or two of SPECIAL, so my question is, if I'm wearing armor that gives me a plus to a special stat does that get factored in when I level up? For instance if I have +1 int from armor do I get more points to allocate? Or if I have +1 Agility from armor and that gives me 7 agility, can I pick the perk that requires 7 agility when I level up? I know many drugs give you a + to special but I can't see that mattering when I level. Thanks very much for your time.

I don't think it does, because it doesn't effect the traits. I have stuff that adds to my traits and once I level it shows my actual stat. Plus if it did once you remove the armor would you loose the perk??

It doesn't. The manual says:

When leveling up, the level for your skills is their natural level and does not include any bonuses you may be receiving due to items or chems.
