Not sure if this is a glitch or what but I can't start the Talent Pool quest, this is my 3rd play through. Have not cheated the game at all, on PC. I've talked to Swank at the front of the Tops casino to go talk to Tommy. He doesn't give me the speech challenge other than the one about Benny. I've tried different levels of reputation to see if that might help but that didn't. I've read on a a few sites that Tommy has to be on stage to give you the quest. But most youtube video's show him not on the stage. Anyone help me out? 3 friggin play throughs and I still can't get this Achievement.

I never did the speech check and did you kill the ghoul in the atomic wrangler the lone wanderer guy north of el derado gas station or the guy on the strip making jokes killing either of them fails the quest

Tommy has always been wandering around the front door of the Aces for me, never on stage.
