I have completed the "Eyesight to the blind" quest and McNamara OK'd that I can buy the before prohibited items from Knight Torres.

Torres does not offer power armor, Gauss rifle, other energy weapons. Only drained energy cells. In earlier games I could buy them after completing the quest, at least t-51b armor and helmet.

I play now with slower levelling and have started the game again. I am at level 8.

Waiting 3 days for merchant inventory to renew did not help. Saving near Torres, exiting to desktop and then loading again renewed her inventory but the desired items were still not offered.

Any ideas how this can be fixed?

Try the reloading trick again, it might work. Also, what level are you? Merchant's inventory is leveled too. And i think Torres was one of the merchants whose inventory is bugged, if you buy from the too early their items get stuck on that level. Gloria van Graff is another, i wasn't able to buy the Plasma Caster from her until mods that fixed that.

Doesn't the Elder give you the armor at the end of the quest after you've told him you want to join the BOS? Or am I remembering wrong? I thought he trains you and gives it to you. I don't remember the numbers on the armor but it can be taken from the Paladins at the RepCONN Headquarters too.

since you're on pc, if you put on a stealth boy and then go to consle and type tcl you can no clip and steal them haha. just hit tcl again to stop the no clip. I had the problem with the no power armor a few times

Seems like the fault is that Torres is one of the vendors with bugs and I traded with her too early, like at level 2. I found a mod "Vendor Restock" that may solve the inventory problem for many vendors. Don't know if the formerly prohibited items will get unlocked with Torres. Will see

Or pickpocket Torres' key (crouch next to the window and you can remain hidden and still pickpocket her) then head underground and pop up behind her. You can steal all the armour there (literally did that about an hour ago!)

That is the Brotherhood T-45d, I think the regular T-45d/T51-b would be better than wearing Faction Armor/ Brotherhood T-45d
