I can't seem to complete the quest "I put a spell on you" I killed Curtis and diffused the monorail bomb and it tells me to report to Hsu but when I talk to him there is no option to report what happened to him. Can I fix this? I swear to god if this is another game-breaking bug this game is going in the trash.

that is minor quest. it has little impact on the rest of the game.

That's not the point is it? The point is it's yet another broken quest without fix.

i did that quest and it worked like it should. don't know why yours didn't.

Did you also start the Legion counterpart for that mission? That broke up this quest in my game.

No I haven't even been to the Fort yet this time around.

That quest is so f'ed up. I gave up on it after it glitched 3 times for me. Just do that, ignore it.

Silly question but did you wait for the Monorail to depart after you difussed the bomb.

Did you also loot the body of curtis for the bits of evidence.

Are you wearing NCR faction armor?

This sets your reputation to Neutral and won't allow you to get the dialogo option. Same if your normal rep is less than Accepted with them. Otherwise it must be a random glitch. Try reloading an early save before killing Curtis.

The quest worked fine for me. Kill the spy and rush over to save the monorail.
