I'm hoping to get a nice gaming PC for Christmas, and Oblivion to go along with it. However, I'm wondering how good of a PC it would be to be able to run Skyrim when it comes out, have they released specs yet so people can start upgrading? Help is appreciated.

We know nothing about Skyrim's requirements at this moment, but if you build a mid to high end PC for today's standards, you should be okay. Even if you build a budget PC, I'm sure Skyrim will be playable on low settings.
