The skill system is much better. Experience just isn't TES style. In the games, you were rewarded with money, items, weapons, sometimes skill increases etc. An experience system just wouldn't fit as you could be amazing at something you rarely use but with skills you have to use the skill to be good at it, making selecting/creating a class make you actually think about it. Experience also wouldn't work for people roleplaying as certain types of people as they wouldn't do certain types of quests.
