So knowning that theirs a new engine coming, do you think that we will be able to mod like with Gamebryo Or is it the death of the mod community?

Of course...

Why would anyone think that the game won't be able to be modded because of a new engine? I mean, the CS might change, but Bethesda knows that a huge appeal for their games come from how easy they are to mod and how extensive the modding is.

Considering how integral the modding community is to the Elder Scrolls, I dont see TESV signaling the end in any way. Bethesda will no doubt release another Construction Set for the new game so everyone can quickly get used to making new mods for a new game.

I think there would be a huge uproar if there wasn't modding, and Bethesda knows that. So we can only hope a Construction Set will be included at release, but most likely it'll come along sometime afterwards. Which is fine, that gives everyone a chance to enjoy the vanilla game first.

Why wouldn't the new engine be moddable Bethesda knows that they have a large gathering of people who like to mod PC games.
