First,"OMFG A NEW TES IS COMING!!11!"

My PC is;

4 Gigs of RAM
ATI Radeon 4650 1GB
Windows 7(Proff.)
Intel i3 2.6 GHZ

My system can run TES?Or its just a dream?

They have not released any system requirements yet. All we can guess is that it's probably slightly higher than Oblivion since it's being designed for the consoles too, but that is only guesswork.

No one knows for sure. It might not even be final for Bethesda yet.

I learnt that its on 2011,11 months later,i think i can buy a poewrfull pc in 1 year.

I don't need to know the requirements for Skyrim to know you should get a better GPU. I wouldn't recommend that card for FO:NV as it is. Your CPU/RAM is sure to be fine though, but I foresee a lot of lowered settings in your HD4650's future.
