All of my characters seemed to have maxed strength, endurance, willpower, intelligence, speed, etc. by the end. I did not intend for that to happen, but that is how a silly attribute system like Oblivion's worked out. If they removed attribute caps though characters that have the most potential strength would be the ones that did not choose to make strength governed skills as their majors. The whole system needed an overhaul. This is how they chose to do it. I do not see it as good or bad. It is just different.

No, because some systems can be totally average or not noteworthy without ruining a game. However, when much of the game relies on a system, we run into extremes. In light of all that Bethesda has done to build the ENTIRE GAME around perks, it will either succeed and be great, or just totally svck to high heaven. There is no in between because every other system and all the customization relies totally on perks.
IMO I think that perks are going to be amazing for TES. There are 280 perks thus far and you can choose up to 50.Add that with the choice of boosting either your health,stamina or magicka each level up,along with your racial benefits and there is plenty of role playing options and game play styles to be had. Again,this is just my opinion.

Personally, I loved the perks system in Fallout 3, and thought they had tremendous impact on how I played the game
Yep. New Vegas (though not Bethesda) was even better. Just having them out in the open unlike Oblivion's hidden perks will make building and role-playing my characters way more fun.
