Cool-downs are Cool

yah balance has always been a weak point in elder scroll games,

lets remember the:

100% resist
100% reflect
100% chameleon
100% absorb
100% physical immunity
+100 attribute/skill for 1 second (abuse the pause u get when talking or using the inventory)
alchemy spam fest

and so on and so forth, what I propose (which I think Beth has already did) is adding cool-downs to abilities and potions and some spells, what will this do is add balance and challenge to the game:

example:

health potions have ea 10 sec cool down which will prevent the spam fest.

Resist have a cap of 75 % and can never be 100%

reflect is a short timed 100% effect spell that has 30 sec cool down

.......etc etc

all these little things will make the game more enjoyable to people that actually want a challenge in the game, and to the God mod lovers... well you always have cheat mods :)

I would just love the game to be as abuse prof as possible.
