I was wondering if there was a way to see the images in scrolls and books while in the construstion set and if so how. thank you i'm new to the constrution set and only use it to find information

Nope.
But you can view them in any program that opens .bmp, .tga or .dds formats. (whichever one your image is)

All files are stored in your Morrowind BSAs.
