I was trying to install Tribunal like I had before, and everything goes fine until it gets to the actual install and then it stays at 0% and stops responding.

Any idea how to fix that? It was doing that with the Morrowind disc itself but eventually it worked, so I have no idea what to do.

Maybe I should install Bloodmoon before Tribunal?

Wait now it's saying it can't load the Dark Brotherhood armor, so the assassin is a huge running wad of error messages. Says it can't load the "nifs"

No, you must install Tribunal before you install Bloodmoon if you want to have the Morrowind GOTY version working properly.
